Non-school program of initial education – PRONOEI: characterization of users and quality of the educational service: case of PRONOEI "La Huaylla", Cajamarca

The PRONOEI La Huaylla program, operational for over two decades in the La Huaylla locality south of Cajamarca, provides educational services to children from low-income families. This program is carried out through promoters who must meet the requirement of belonging to the community and having completed the fifth year of secondary education. Historically, PRONOEI La Huaylla has operated in private facilities, typically renting a space in a family dwelling lacking adequate basic services for educational purposes. This limitation has adversely affected the educational quality, as it hinders the efficient achievement of program objectives, such as cognitive, socioemotional, affective, and psychomotor support for children. Furthermore, personal constraints arising from family conditions have impeded the educational efforts of promoters, both in the pre-2020 in-person period and during the virtual work in 2020 and 2021, marked by the Covid-19 health crisis. The implementation of the Aprendo en Casa program by the Ministry of Education has not had a significant impact due to the lack of facilities and suitable equipment, preventing minors from successfully connecting to the program.
